I did not know I had access to this section so had been marking it as read. Thank you all. Guess that means that I already need to update the sig Hunt did for me. I will work on that.

OK what I did was Click on Fleet then search for Ninth Fleet then click on the envelope that looks like email to apply.

From that link there does not seem to be a way to apply. Just tells me I am not in an alliance and what the homepage is here.
