I dont think what is being proposed is anything other than a forum to discuss and resolve fleet to fleet matters
The 9th Fleet would not allow any external entities to dictate what goes on within the 9th Fleet, and this framework in the alliance seems to understand that, and only seeks to serve as a way to resolve fleet to fleet issues.

If there is no more suggestions or ammendments then I suggest you look to your fleet leadership for acceptance of this proposal, we will also mull over this proposal.
EDIT:
Its fairly safe to say that the ammendment proposed by Twister is not accepted by 9th.

Are we not making this a little too complex for some basic measures that we wish to put in place for fleet to fleet communication?
